Client: Victoria's Container Deposit Scheme
Visy’s CDS (10¢ refund) network required rapid rollout of container‐return kiosks across Victoria to meet community demand, program milestones and avoid government penalties, with a concentration of sites in Northern Victoria. The rollout model needed a contractor who could mobilise quickly, handle end-to-end civils/mechanicals, and deliver consistent quality at scale.
Prestart & approvals: Site walk, set-out, permits, SWMS and ITPs issued.
Services checks: BYDA plans, GPR/EM locating, NDD potholing, protect or bridge identified services.
Logistics: Transportation of kiosks from Morwell.
Earthworks & civils: Site cuts, soil removal using hook-lift bins, HDD for conduits where required.
Foundations & concrete: Bored piers, kerb removal and reinstatement, 8.5 m bin ramps, customer interface slab, recesses for container lift points, joints and curing to specification.
Kiosk set-out & fit-out: Land and level kiosk to tolerance, install shopfront units and interfaces.
Safety & wayfinding: Bollards, line marking including bays, pedestrian paths and queuing, handrails to AS 1657.
Quality & handover: Hold-point inspections, photo QA/QC, red-lines and as-builts including HDD profiles, site clean-up, oversee electrical completion and readiness for commissioning.
To date, Baillie has completed full turnkey installs at 39 sites and supported unit upgrades as the program expanded—maintaining rapid mobilisation, consistent finishes, and on-time handovers across varied locations while integrating additional scope without disrupting the rollout.
